The aim of the Latvian work was to develop a handbook on drug prevention in the local community. The project focused on the city of Jelgava as a pilot area. The publication includes:
• an organisational model of the prevention work for municipalities
• the organisation of prevention work in Jelgava
• information on alcohol, nicotine and other drugs
• description of appropriate teaching material (for these target groups: teachers doctors police families politicians mass media)
• criteria of effectiveness and evaluation methods.

There was excellent co-operation from the local authority. This work is a good example of how work at a local level can be supported.
